Buggs Island?

I know folks should but I don't believe 100% will. I read on another site that the Virginia Wildlife Officials have recomended that anyone fishing or boating on Buggs Island in the next several years should completely clean their boats inside and out with a disinfectant. This is to keep the virus found in and on the Large Mouth Bass population on Buggs Island. Question is how is this going to be regulated? One thing that someone might be able to ansewer for me is what about Gaston? Water from Buggs is released into Gaston and thus on down the river beyond Gaston.
