Explain something to me...

I see this all the time. I have never been up to speed about pensions and retirement bennies and such. But, I see things like "Public Pension costs targeted as cities go bankrupt" Whats that mean? another one..."Pensions underfunded" and then show states where that is happening. What is this telling me? I know Unions are part of it, so it cannot be something good happening if they are involved. Are we as taxpayers paying for someone else's pensions? While the rest of us are hoping SS will be there?? What??
