Help me understand

I live in a very rural area with hard working people who are just getting by. How does this new health care bill help them get health care. They can't afford it now so how does this tax help them afford it after they pay it. Once you pay that tax you aren't given health care by the govermemt. So how did it help these people? Also no one has told where these tax dollars are going to go after they are collected. Someone help me out and explain this.
