Is this terrorism?

I'll admit I'm not the sharpest tool in the shed, but it seems to be a strecth to call minting silver coins an act of terrorism.:thinking:

As long as both parties (buyer and seller) agree to use such in barter, how can the government stop them? It's no different than if I were to trade Joey some of my Mom's silver tea set for a couple spinner baits.
