Missouri legislature confuses me

There are several constitutional admendments on the ballot along with several new laws. I sat down and actually read the admendments and laws on-line. There were several(after reading twice) I had no idea whether to vote for or against because of the verbage used in the law. I feel the legislature has made things unclear on purpose in the hope of their being passed. Several that lead you to believe you should vote yes on should actually recive no votes if the verbage was more clear.
