Unfished Water

We have a couple lakes in our area that are water supply for local cities. Some of them you can not fish on from the bank or boat. I don't think they have ever been stocked. One of them is pretty large and there are stories of people sneaking and fishing from the bank and catching HUGE fish. The one here in Concord there are several claims of several 15+ pound bass caught which would be a state record. Is this likely and does anyone else have these in there area
