Would this be considered extortion?

Or just stupid. The EPA (now under Dem control) won't let the oil companies drill. But NOW we have a Dem legislator who thinks the oil companies should be fined for not producing oil on federal land. Never mind the court has already thrown the "moratorium" down the tubes and told the feds to start issuing permits to drill that this administration has completely ignored..:head_on_wall:
